Social declarations manual
The Salary and employee declaration screen consolidates a period's payroll data to prepare the Tunisian legal obligations: CNSS summary (employee & employer shares) and salary declaration (gross, IRPP, CSS, net totals).
Overview
Social declarations aggregate the items of the payslips already generated for a period to produce the reports expected by the authorities (CNSS, tax administration). The screen does not recalculate payroll: it consolidates what has already been produced.

The declaration screen
You choose a period, then Swifto consolidates the corresponding payslips per employee: gross, CNSS (employee & employer), CSS, IRPP and net.

CNSS declaration
Summary of the employee and employer shares per employee and per period — basis of the quarterly CNSS declaration.
Employee share
Contribution withheld from each employee's salary (on the gross).
Employer share
Cost borne by the employer, calculated on the same gross.
Total CNSS to remit = Σ employee shares + Σ employer shares (over the period)
Salary declaration
Gross totals, IRPP / CSS withholdings and net amounts per employee over the fiscal year — for the annual salary declaration.

Generate a declaration
Select the period (quarter / year), choose the report type, then view or export.

Prerequisite: the month's payroll
Declarations rely on the already-generated payslips: it is essential that the period's payroll is complete and validated before producing the reports.
Checklist before declaration
- All the month's/quarter's payslips are generated
- The month's bonuses / advances are entered
- The year's tax table is up to date
- Atypical payslips have been checked

Business rules
Source = payroll — the declaration aggregates exclusively the generated payslips: no independent amount entry.
Complete payroll first — a missing or ungenerated payslip distorts the period's totals. Check completeness before exporting.
Rate consistency — consolidated CNSS, CSS and IRPP reflect the tax table applied to payroll; a scale change during the year impacts the totals.
Archiving — export and keep the reports produced for traceability and possible audits.

Usage scenarios
Quarterly CNSS declaration
At the end of the quarter, you generate the CNSS summary, check the employee/employer shares, then export for remittance.
Annual salary declaration
At the start of the following year, you produce the annual totals (gross, IRPP, CSS, net) per employee for the tax declaration.
Consistency check
Before exporting, you check that all the period's payslips exist — a discrepancy often reveals a forgotten payslip.
FAQ & Tips
An employee is missing from the declaration?
Their payslip for the period has probably not been generated. Generate it then rerun the consolidation.
The totals look wrong?
Check the tax table applied and the completeness of the period's payslips. The declaration only sums up payroll.
Tip — close payroll first
Always finalize payroll (generation + check + entry of bonuses/advances) before producing the period's declarations.
